Estonia’s Ministry of Digital Affairs Visits PARKOVYI Data Center

ARKOVYI Data Center hosted a meeting with representatives of the Ministry of Justice and Digital Technologies of the Republic of Estonia. Serhii Zabirka, CTO, and Oleh Holubnychyi, Chief Engineer of PARKOVYI Data Center, conducted a tour of the facility and demonstrated the data center’s secure and fault-tolerant infrastructure. The parties discussed services that ensure the stable operation of IT infrastructure for large enterprises and critical facilities of Ukraine amid wartime risks.

Ukraine–Estonia Experience Exchange

The visit of the Estonian delegation focused on studying Ukraine’s experience in building resilient digital infrastructure during wartime. The partners aimed to understand which solutions enabled Ukraine to maintain the continuity of IT systems under crisis conditions and how these approaches could be applied in their own government projects.

During the meeting, the participants discussed uninterrupted data center operations, energy autonomy, equipment configuration, and the protection of IT infrastructure against military risks.

Digital sovereignty is a shared challenge for both Europe and Ukraine. While European countries are working to reduce dependence on major technology corporations, Ukraine has gained unique experience in protecting its digital systems during the war—from repelling large-scale cyberattacks to ensuring the resilience of government IT platforms.

Representatives of Ukraine and Estonia

The Ukrainian side was also represented by Vadym Konoval, Director of Cybersecurity and Cloud Services at the Ministry of Digital Transformation of Ukraine, and Tetiana Khabibrakhmanova, Head of DSUA, who joined the discussion on Ukraine’s digital sovereignty and the development of government cloud services and cybersecurity.

The Estonian delegation included representatives of the Ministry of Justice and Digital Technologies of the Republic of Estonia:
